Last Chance for 2007 State 4-H Council Recommendations
--Nancy Mordhorst

Please remember to submit any recommendations for consideration by the State 4-H Council within the next week. Recommendations should be postmarked by September 1, and sent to:  WA State 4-H Office, WSU Pullman, PO Box 644852, Pullman, WA 99164-4852.

Use form C0985, WA 4-H Council Recommendation Form, available from Extension Printing & Publications or online at http://cru.cahe.wsu.edu/CEPublications/c0985/c0985.pdf.

The Council meeting is a chance for 4-H youth and volunteers to discuss issues critical to 4-H, suggest changes in the Washington State 4-H Youth Development Program and elect representatives to the State Advisory Board and State 4-H Fair Board. All youth and adults may participate in the committee meetings. Registration material for the Council meeting will be included with the State 4-H Forum registration brochure. A complete agenda and copies of submitted recommendations and applications will be sent to county offices prior to the Council meeting.

The State 4-H Council Meeting is made up of 3 parts: District caucuses, committee meetings, and a general council session. During the District caucuses representatives are elected to the State Advisory Board and State 4-H Fair Board of Trustees. Voting delegates will only elect representatives from their own district. This is also an opportunity to discuss and plan District programming for the future.

The committee meetings are a chance to discuss recommendations from the counties for improvements to the 4-H program. If a committee doesn't have many recommendations or finishes early, it is a great chance to discuss project issues and plan for the upcoming 4-H year.

At the general session each of the committee actions on recommendations are accepted or rejected. The accepted recommendations then go on to the State 4-H Fair Board, State Advisory Board, statewide committees, or State 4-H Staff for approval. The State 4-H Program Leader has final approval of all recommendations. In general, approved recommendations will be implemented October 1 of the next year.

We Need Your Help! Become a Foster Parent.
--Melissa Ellison, Foster Care Licenser

Service Alternatives, a multi-faceted human services agency, is in the process of a statewide recruitment effort to increase the number of the foster homes for children. Service Alternatives receives approximately 2 to 5 children per week that need a foster home. Unfortunately, foster homes are in short supply throughout the state of Washington and it is sometimes difficult to find foster homes in a child's home community. Currently there are over 300 children in foster care in the Tri-Cities alone and many children from our area must be placed in other communities.

If you would like to open your home, and your heart, to a child in foster care, or if you would like more information, please contact me at (509) 374-9598, visit our web site at www.servalt.com.

Apply for 100 Best Communities
--Marguerite W. Kondracke, President and CEO America's Promise Alliance Safety
--Sandy Spavone, Executive Director, National Organizations for Youth Safety

We are writing to share with you an exciting opportunity for your community to receive national and statewide recognition for the work you do in support of young people.  In 2007, over 1000 people registered representing over 750 unique communities who began the application process and nearly 250 that made it to the final selection phase. The 100 Best competition received national media exposure in USA Today, The Washington Post, and on ABC's Good Morning America, plus local media, reaching over 30 million people.

Over half of the winning cities in the 2005 and 2007 competitions were led directly in the application process by their mayor's office or by a representative of their mayor, but all of the winning applications deliberately engaged representatives in all sectors.  This initiative is not about recognizing only the communities that have found solutions to the challenges their young people face; it is about recognizing aspiration, innovation, collaboration and progress—communities working hard to help their young people succeed.

We will have a special announcement event in January for all of the elected officials from the winning communities and will invite all of the winning communities to send a delegation to Washington, D.C. for a National Forum and Celebration in the fall of 2008. The 2008 100 Best Communities for Young People will be chosen by a distinguished selection panel of civic, business and nonprofit leaders, including United Way of America President Brian Gallagher, Capital One Executive Vice President Larry Klane, and First Lady of West Virginia, Gayle Manchin.

After the winners are announced in January, all communities completing an application will be invited to participate in a request for proposal process to award $300,000 in grant funds. This RFP will only be open to those communities who submit a completed application.

We encourage you to lead your community to submit an online application.  Applications are due by Friday, November 2, 2007.  To help you get your application across the finish line, a support team at America 's Promise stands ready to answer questions and assist you with your entry.  Please e-mail 100BestHelp@americaspromise.org for more information.

To learn more about the national search for the 100 Best Communities for Young People, visit http://www.americaspromise.org/100Best. The 100 Best Communities for Young People competition is an important part of our commitment to help every child in America realize their full potential.  Thank you for all you do to make your community a great place to grow up.

See 4-H on CBS Saturday Mornings
--Donald T. Floyd, Jr., President and CEO, National 4-H Council

I am writing to share a wonderful sponsorship opportunity with the Horseland television show that will allow 4-H to promote the 4-H Youth Development Program to millions of young people ages 6-15 through television, web and magazine advertising provided by DIC Entertainment.

As part of the sponsorship agreement between 4-H and DIC Entertainment, 4-H will receive 100 30-second 4-H commercial spots that are expected to reach 14.8 million boys and girls ages 6-11 during its year-long run on Kewlopolis, the CBS weekend morning kids programming block. We appreciate your quick response to our appeal for 4-H video footage and have incorporated it into the 4-H commercial. We hope that you will tune in to Kewlopolis September 15 to see the 4-H commercial make its national premiere!

In exchange, DIC Entertainment asks 4-H to spread the word about its educational cartoon, Horseland, throughout the 4 H community. Horseland is a show about kids and their horses experiencing adventures with themes of friendship, teamwork, acceptance, and compassion similar to the leadership, citizenship and life skills youth learn through their participation in 4-H.

DIC also is featuring 4-H through a variety of additional outlets including:

I encourage you to support 4-H and DIC Entertainment's Horseland partnership by asking everyone in your 4-H network to tune-in to Horseland weekends on CBS and look for the 4-H commercial—all part of Kewlopolis on CBS. For more Horseland information, show times and to access downloadable promotional tools, go to www.fourhcouncil.edu/horseland.aspx. Please e-mail 4-hhorseland@fourhcouncil.edu with any questions you may have, and our marketing & communications team will help you.
