It is with deep regret that I must notify you that we are suspending the 4-H License Plate effort. I have just received the following information from the Washington State Department of Licensing:

Within the state's budget package the moratorium to create ANY new special plate series through the Special License Plate Review Board was extended until July 1, 2009.

What this means is that no organizations can go forward to the board to create any new plate until after July 1, 2009.  I found this information out today and I am trying to let organizations know as quickly as possible.

Since, we had been working on the 4-H License Plate since October 2006, of course the Washington State 4-H Foundation Board Trustees, Megan Riebe and I are very disappointed. We have placed the question before the Department of Licensing-- if will they accept the signatures we have already collected  when the moratorium is lifted at a future date.  The Licensing Board will address that question at their October Board meeting.

In the meantime, I must ask you to suspend all of your signature collection efforts and return your signature sheets to me immediately. I have the obligation to preserve the signatures in total security until we have a ruling from the Licensing Board. Therefore please collect these sheets and return them to me immediately.

The 4-H Foundation will honor its commitment to the first four counties to collect 100 signatures with a $100 premium. Both Klickitat and Lincoln have already received their checks.

Again, please know how very much I have appreciated your remarkable efforts to make the 4-H License Plate a reality. While we are all disappointed, we will continue to seek alternative funding strategies to support the wonderful 4-H program that our young people deserve.
